Why this rank?
Decriminalised in 2010, and the 2013 constitution explicitly bans discrimination by orientation, unique among the Pacific islands. The law index sits at 51 and there is no opinion survey.
Is it safe to visit?
Fine, with discretion. Legal protection outpaces village-level attitudes, but the contrast with its neighbours is stark.
