Why this rank?
Same-sex acts have been legal since 2001, but there is no partnership law despite a European court ordering one. A 2018 referendum to ban marriage failed. The law index sits at 60, public opinion 33.
Is it safe to visit?
Reasonable. The referendum flopped on turnout, a quiet tolerance the politics does not reflect, and Bucharest Pride keeps growing.
Women's Safety
Women's safety — feeling safe out at night, political violence against women, a fair hearing in court, and how normal violence at home is, with the night figure setting a floor on the colour — higher is better.
