Why we updated the score?
The WHO's 2021 figure was Russia's own count. The interior ministry has published 2025 as 13,900 deaths, the fewest on record, so we've used the newer count as published.

The UN General Assembly's finding of aggression puts Russia in the dark red. 556 people died in fighting inside the country in the year to July 2026, two of them civilians killed on purpose.

Not safe near Ukraine. Ukrainian drones and shells killed 556 people in Belgorod, Kursk and Bryansk in the year to July 2026. The war in Ukraine is where the rest died.

Is it safe to visit?
Courts offer no protection. Since the 2022 invasion of Ukraine, restrictions on individual rights have intensified to stifle dissent, elections exclude genuine opposition, and media is controlled. Say nothing about the war.

Why this rank?
Same-sex activity is legal on paper, but the state has ruled the LGBT movement extremist, raids venues and jails people over rainbow symbols. Gender transition is outlawed.
Is it safe to visit?
High Risk. Clubs are raided and organisers prosecuted under the extremism ruling, and the visible community has moved underground or abroad.
