Why this rank?
It was the first ex-Soviet state to legalise same-sex marriage, in force January 2024. The law index scores 72 but public opinion 44, and that gap sets the rank.
Is it safe to visit?
Fine. The law led opinion rather than followed it, and the change has bedded in without drama.
Women's Safety
