Visiting: Highly RecommendedLGBT+ visiting: Highly Recommended

Luxembourg made all public transport free, first country ever to do it, so getting around costs nothing and the sights oblige by being close together: the old town's cliff-cut casemates, Vianden Castle upriver, wine villages along the Moselle. It's safe, calm, strong on LGBT+ rights and wealthy enough to sting at dinner. An underrated two-day stop between bigger names.

Scored from the same public data the GPI draws on โ€” Gallup safety polling, UNODC police and homicide figures, World Prison Brief, SIPRI arms transfers, World Bank military spending, UNHCR refugee counts.
